Document name is not picking for the Force Eligibility

I have an issue with one user who is not eligible for the current performance cycle when I'm checking the eligibility in the system. Then I tried to force eligible that person. But performance document is not showing for that person. Appreciate your suggestions.
And its really helpful if someone can share any Sql query to check the eligibility of a person.
