Convert pending worker to employee notification and email is not going to employee

Hi All,
Security console notification it is not triggering to an employee when we are converting from pending worker to employee.
So while converting to the employee we have changed the email type from home email to work email.
But when i am hiring as an employee that notification is going to Employe.
Below Notification
