Web Services for GOP called from EBS uses Cloud GOP or EBS side GOP

We are integrating Supply Planning Cloud - EBS 12.2.4. 

Reviewing the Cloud GOP documentation shows that its part of the Fusion VCP Applications. 

1. When using Supply Planning Cloud - EBS 12.2.4 Integration, if we want to use GOP for Order Promising, and we configure Web Services to achieve it, will it use the EBS - GOP code (Already Licensed) and use Supply planning output for Order Promising or the new Cloud GOP for Order promising ? 

2. Do we need to buy GOP Cloud License if the answer the query # 1 is Cloud GOP ?

3. We are looking for a Division wise implementation and intend to move only 3 orgs for now out of 129 to Supply Chain Planning Cloud. With this in mind, if we implement ATP/ GOP using Web Services, can this and EBS - ATP - ASCP exist together. Will they work in tandem, so to say, if i am scheduling a Sales order in EBS will it be able to make a distinction between the Item - Org being scheduled and recognize that this item-Org is to be scheduled using Cloud Planning (call webservices to get a date) and not ASCP-ATP and
