Default is not applying during enrollment


Particular plan type has two plan
1)Plan X - Default enrollment rule - New-default, current-same enrollment and rates
             - Enrollment rule - Current - can keep or choose, new - can choose
2)Waive  - No default enrollment rule and enrollment rule.
              - Assign on default - selected.
When ee is hired, by default waive option should be selected. but here, ee was asked to select some options under plan A. Waive is not by default.
Can you please let me know do we have to do any other setup for waive as default instead ask us to choose something.
