Not able to open a competency in item catalog

Hi All,

1. Firstly, When I am trying to open a competency as an HR Specialist in Item Catalog then I am not able to open it and also it showing an error message that is attached as a screenshot.

2. Secondly, when I am removing competency description in item catalog and then I am try to open a competency in item catalog then I am not able to open it and as well as I am not getting any error.
