Approval hirerachy of both the requisitions are similar but still it doesn't reflect in one of requisitions

There are two Requisitions with two different job requirements. Hiring manager for both the requisitions is similar but the approval path doesn't included one of the approver from the approval path in one of the requistions. Attached screenshot.

There is a condition written in the inclusion rule (from the manager role upto the number of specified direct reports).

 

Unable to understand why the fourth person in the first requistion is not included in the second requisition.
