Security access for Recruiters

Hi All,

Our client wants all the recruiters to see all the requisitions but take actions only on his own requisition. Basically whenever a candidate is applying for a requisition, the recruiters basically wanted to check and see if they were active on any other requisition and if so what is the status and other stuff.

If I am setting "View all requisitions" to all values - then recruiters can not only see them but even take actions like move them, collect feedback and even create offers. Update job offer setting to "just update the one where Im on offer team" is not working here.
