Users eligible for performance document but not pulling through

Hi, 

Employees have a manager, they are set up with a goal plan and their eligibility matches with the eligibility profile of the performance document, but when I run the eligibility batch process and search for performance document eligibility for the employee, it doesn't appear. Even if I go to force eligibility, the performance document isn't an option. 

Any idea what I am doing wrong?
