Adding Different Static text on Goal adding and Goal update page

My requirement is to add different text for adding goals and updating Goals pages.

My requirement is to add different text on top of adding goals and updating Goals page.I added static text using HTML text on add goals page but the same text is appearing on Goal update page also.Please suggest if you have EL expression to restrict the static text to add goal page and update goal page.If anyone worked on such kind of requirement.Please suggest.
