Capturing number of goals/competencies/dev goals created in the Performance and Development document

Hello- We currently use the Performance Document Status report to capture the status of the performance document for all employees. However, the report leaves us blind as to who has really taken action on adding goals. In the report, all employees are now in Set Goals and we are not able to see what employees have actually gone into the document, added goals, and taken the action to create their goals. Is there any way or report out there that will list the number of goals created so we know who we need to maybe follow up with to take action on their goals?
