How can we give candidates view-only access to the Certifications content section while they apply for a job?

We have a requirement that the applicant should only see a view-only version of their Certifications when applying for jobs.

We have defined the Licenses and Certifications content section of the Manage Profile Types task, added Recruiting as a subscriber, and can see this section when we apply to an offer as an external candidate. We have setup the Employee role with view-only access to the section.
