Resource's Not Syncing

We are seeing that our Resources are not syncing correctly and therefore cannot be search for in HRHD when assigning tickets. I've ran the below processes and they are not showing up correctly. The only way they come up in the search is by searching for the Organization. The ones with emails showing do come up when you search by name and all the ones missing emails, have emails in the system.
