Disable Submit for Self-auto approval goals rule set

Summary

Employee has to submit the goal change for approval, even if it is set for suto approval. Is there a way to remove this step and employee can immediately see the changes made ?

Can we disable the submit for cases where we do not want the manager to approve? For example, if an employee deletes a goal and we do not want it to be approved by the manager, it should reflect automatically. In this case also, the employee has to submit the goal for approval and it then gets auto-approved in some seconds. Can we remove all these steps? Can an employee directly delete a goal and do not have to submit for approval? Is there a way, where we can remove self-auto approval for some cases?
