Cannot find Goal Measurement section in Goal Management

Hello experts,

I have noticed that when assigning goals from Goal Management; I cannot see the Measurement section; but only the Goal Details one.

However, from performance document I can see it.

What could it depend on? I need to view that section in Goal Management as well.
