Seeking simple solution where person(s) are notified every time supplier is created by internal person

We have internal users creating suppliers manually.  Is it possible to have a notification sent to an individual or group whenever a supplier has been created? 

Or, if possible, a simple approval workflow where the designated individual/group has to approve the manual creation of every new supplier?
