HR Admin Transfer Performance Document in 20B

HR Admin can no longer transfer performance documents to different manager

Prior to 20B, as HR Admin I was able to transfer an employee's performance document to a different manager.  Now, after 20B, I am not able to do this.  I search for the performance document and click on Actions, but the Transfer is grayed out.  However, the employee's current manager is able to transfer the performance document.
