"Create Document" in Performance Document Issue

Summary

"Create Document" in Performance Document not returning any associates in Production Environment but does in Test Environment

We are currently working to create Anytime Documents for 31 of our associates. We tested in our test environment the following:

As an HR Admin:

1. My Client Groups>Performance>Performance Documents>Create Documents

And successfully created the Anytime Document for the associate to now be able to find in ESS under Performance under "Anytime Document". 

We have now moved this to production. We have published the Anytime Document but are now unable to find any associates in the "Create Document" section.

Our test environment had a P2T on 6/15. The Anytime Document Templates were in our production environment but not published prior to the 6/15 P2T. Our test environment and production environment are on the same patch. We have regenerated our data roles to ensure this wasn't the issue (yes we have custom HR roles). Our roles match between the Test Environment and Production.
