Pending Goal Plans admin action shows 0 pending goals

Hi, 

I am wondering if you meet with the strange behavior under Administer Performance Goals: Pending Goal Plans admin action. Whenever I find the worker whose goal approval is in pending status, the 'Pending Goals' column shows 0.

I am able to approve the pending goal, but I am not able to use the link under the 'pending goals' column. Previously, the number showed the goals in pending status and I was able to check the name of these goals. 

Do you have any idea for the behavior?
