Error during change order due to locations

Deactivated old locations, added new locations, now change orders error

We recently revamped our locations. We've found that when a change order is created, we are unable to update the locations to the new active locations. See attached screenshot.

The only workaround we can think of is to temporarily activate the old location to allow the change order to be completed and then deactivate it after. Hoping someone else has a solution for this.
