Employee able to delete,cancel old goal plan goals

We are using responsive UI and have already launched Goal Campaign for our organization.

I am unable to hide Actions drop down - Cancel , Delete option for older goal plan for an employee hence employees are able to delete older goal plan goals.

Please suggest.
