Hold the task 'Share Performance Document' until making sure that Rating Matches the Bell Curve?

 I've a client requirement that the Stop/hold the task 'Share performance Document' with the employee until making sure that every team/department rating is matching the company's performance bell curve? any suggestions/ideas? also, if I removed this task "Share Performance Document", how can each employee know his/her final performance rating?
