How to display values in DCL field based on Account and PrimarycontactId

Hi Team,

I want to put filter in DCL field and the values should change dynamically based on Account and PrimarycontactId.But it is not working properly and below is my scenario.

1. Having the DCL field in Service request object

2. Values will come to the DCL field from custom object

3.In service request page, if the SR has Account and PrimaryContact, then the DCL field should populate the values based on Account

4. If no account in the SR, then it should populate the values based on Primarycontact

 

Please refer the image i have used the filter, which is working only the 4th point. Any on having idea please share with me.
