Trying to use expense REST API in visual builder

We have a few expense reports a month that get fully approved, but have to be returned to the original user for one issue or another. Currently we use this webservice: https://xxxxxxxxx.fa.us6.oraclecloud.com/fscmService/ExpenseApprovalBCService?WSDL

and I'd like to build a way for the users who manage corporate cards to do this instead of our IT staff. I attempted to connect to this webservice but got the error below. Any help?
