How can I hide people from different BU during the creation phase of a Performance Document

Hello,

I've an issue related to the creation of Performance Document.

The user that i use is a Local HR who should have a visibility only on its business unit; so I have associated to this user a data role with a security profile defined on the basis of the area of responsibility by BU.

During the creation of a Performance Document, this Local HR could create the document also for persons of different BU; on the other side, in Core HR if I try to searching for a person of a different BU, it is not possible to find it (and this is correct!).
