advise the manager if he doesn not insert all the actual value

Hello,
for the performance process of the client the manager need to insert the actual value of all the goals that are presented into the performance document.
The manager must do this for all the goals into the performance document but if he miss one goal he can however submit the performance document and this is not the behaviour that we would like to have.
IS there a way in order to stop the submission with an alert if the manager does not insert all the actual value?
