How to hide the Development Goal created by the manager from Performance Document

Is it possible to hide the Development Goal created by the manager from Performance Document?

We have 3 sections (Performance Goals, Competencies, Development Goal) in the performance document. During the Annual Review, line manager will add the development plan/goal in the performance document under the Development Goals section. Immediately, the employee can see the development goal added by the manager which we don't want to show until the manager shares the performance document.

Last Year, as a workaround, hidden the Career Development tile for employees (Me > Career and Performance) during the Annual Performance Review period (4 months). This year we are looking for the solution without hiding the tile as the employee or manager would like to review the previous development goals.
