Worker Performance Ratings Don't Flow to Talent Profile

When creating a performance document, the worker role has no option to update talent profile or select instance qualifier. Is there a way to change this?

When creating a performance template in the Structure tab, the worker role automatically populates to not allow ratings to update talent profile and not allow any selection of Instance Qualifier (picture attached).

Is there a way to change this? The manager role allows updates of the Talent Profile with submitted ratings, but no other role. Even when I create a new role and ensure the "Allow role to view manager and worker evaluations" box is checked. If a worker is evaluating themselves on a performance doc, the ratings should save to the Talent Profile.
