OCI Events Service and Notifications

Hello everyone,
I'm trying to use the notifications service and running into some issues. I have all the necessary policies and created a Topic, then I created an email subscription on that topic which sends me an email and I tested that by publishing a message.
I then went to the Events service and was able to create a rule, for OICS, where starting an instance, or stopping, etc. would trigger a notification to go to the Topic I had previously created. At this point I should receive an email via my subscription when the state of the OIC instances changes correct? However, I do not, any ideas? I have Gen 1 OICS environments.
