Report is displaying 1000 record per page, VRL_HARD is 10000

Can anyone tell me what is happening here:

VRL_HARD cofig setting is default but every time when i run my report i get only 1000 record per page, there is no Paging set to report, it is not happening with all reports, when i create new report i get 10000 record per page but after few days it automatically start coming 1000 record per page.
