Make list of people forceful eligible for a performance document

This is a question on making the set of users forceful eligible for a performance document

We have a business case as follows.

During the Year end we have different kinds of document. Each document has its eligibility profile designed. But there are cases post the eligibility batch run, where we have to make some population of people ( Around 300 to 400 Employees) forcefully eligible for a performance document.

We unfortunately could not categorize this people under any eligibility profiles. Just as an example  we have to make few interns eligible for a document but not all interns.

Currently HR is using Performance Document eligibility to make this workers forcefully eligible for a performance document. But this is bit inefficient way.
