Is there a way to remove/hide Manager action - "Edit Submitted Manager Evaluation" without having to

Summary

My Team->Career and Performance->Evaluate Performance. Managers are able to "Edit Submitted Manager Evaluation". We would like to hide or remove that option from the Actions menu
