The country list of values is not working as expected when a user attempt to enter SSN or NI for their dependents under People to Cover.

We are seeing a random bug when the country LOVs will work one time but not another. At first we suspected a browser issue, but this was ruled out. What is the correct value set to use to generate list of values for Country in National Identifier section under People to Cover?
