Performance Management Process Flow

Create a new Performance Review process flow where manager should only be able to give Overall Rating

Content

We have a requirement where the performance flow should be as follows:

1) Employees must do self-evaluation for the goals assigned

2) The manager should only give an Overall Rating and no goal-specific rating

3) Should be sent for approval and employee feedback.

Is it possible that the employee should be doing self-evaluation by rating him/her for the goals assigned and the manager should only give an overall rating? Please let me know how can we achieve such a business flow in Performance Management.
