20C: Dependent Carry Forward with "Current - keep only, new - nothing"

I'm finding this in an environment that has 20C but doesn't occur in PROD where there is 20B. Has anyone else seen the same?
We have a Salary Change life event that has an Enrollment Rule of "Current - keep only, new - nothing" (pretty standard for a Salary Change event). I started to notice that when I process a Salary Change event we already had configured, the Designate Dependent action item was being triggered and already designated dependents were not carried forward.
