20C: Dependent Carry Forward with "Current - keep only, new - nothing"

When enrollment rule of "Current - keep only, new - nothing" is used, dependents are not carried forward and trigger Designate Dependent action item.

I'm finding this in an environment that has 20C but doesn't occur in PROD where there is 20B. Has anyone else seen the same?

We have a Salary Change life event that has an Enrollment Rule of "Current - keep only, new - nothing" (pretty standard for a Salary Change event). I started to notice that when I process a Salary Change event we already had configured, the Designate Dependent action item was being triggered and already designated dependents were not carried forward.

Howdy, Stranger!
