Ability to restrict employees in LOV for Transfer Performance Document & Request Participant Feedbac

Hello -
Currently, when our managers are transferring a performance document or requesting participants to provide feedback on the Annual Review, it appears they can choose anyone in the entire system. Our manager's have a person security profile that is restricted by Manager Hierarchy, which obviously isn't applying to these LOVs.
Are these LOVs wide-open/public out of the box? Is there any way to restrict these LOVs? Our specific request is that the managers should only be able to select people within their Business Unit.
