Merge Offer Letter Email and Request Info Emails

We are collecting SSN and DOB information using Request Information along with Offer Acceptance. As of now, there are two emails going to candidates a) Congratulations Email for Accepting Offer b) Complete Request Information Needed for a Background check.
We would like to combine these two emails into one. Is it possible to add the deep link of Request Information with Offer Letter email so we can send one email? This is a showstopper for our client.
