Remove Actions from My Team-Performance - (Evaluate Performance Page)

We don't want the manager to Bypass Self-Evaluation - is there a way to remove this from the available actions

We are using responsive pages and would like to disable the ability for the manager to By-Pass Self-Evaluaton.   Is there a way to remove this through page personalisation ?
