Content section not appearing on skills and qualifications page

I have added a new profile content section to the skills and qualifications page and added the 'talent profile' as a subscriber. I have also added the employee security role to view and edit the area in profile content section access. However, the section is not appearing in the employee's skills and qualifications area. 

It is appearing in all other environments apart from one. Any ideas on why this could be?
