Performance Document partially completed, Document is canceled and then Document is deleted, same document is then created again. When the new document is created the goals are re-appear.

Hi All-

Here is our scenario.

1.Performance Document partially completed

2. Document is canceled

3. Document is deleted

4. Annual Performance document is Created Again using Create Document button

When the new document is created the goals are re-appear in the new document.  I would have expected this document to be blank, a completely new blank document.  

Is this expected behavior for the goals to re-appear?

I am re running with the Manage Eligibility Batch Process to see if it behaves the same way, waiting for the process to finish.
