Can we update Payables Workflow(FinApInvoiceApproval) rules simultaneously in two different user ses

We have a large number of rules that need to be defined and updated. Can this be updated by 2 different users in parallel (in BPM)?

I wanted to know if this is a) feasible b) Practical.

Due to a large number of AP invoice rules, we are contemplating having them defined by multiple users simultaneously.

The problem is, it is likely that both users may be saving (not committing) the changes as they define the rules. 

Question is, will the system support such a simultaneous update. When user 1 saves his session work, does it impact user 2's rules that have been defined and not saved?
