Verification code is not being sent to applicants

The applicant was sent a link to apply to a specific role.
They clicked the link, clicked the Apply button, entered their email address, selected the checkbox for I agree with the terms and conditions and then click the Next button. They have been waiting for 45 mins for the verification code. They have previously applied for a position.
I have an SR open with Oracle.
Is there a queue that processes the request to send the verification codes so applicants can apply for roles? Is there a job that needs to be ran?
Has anyone else experienced this issue? If so, how did you resolve it?
