Evaluate Button for Goals not showing in Performance Doc

After making a duplicate of form the goals section no longer has the evaluate button for any role.

Very new user, please excuse what could be a simple issue..

We had to change our rating model for competencies and goals so I made a duplicate of the current form then switch over to the new rating models.  When I launched a test form the competencies are functioning as expected but there is no option to evaluate the goals. Please help!
