Participant vs Anytime Feedback

Can someone explain why participant feedback that is done through a performance document acts differently to 'anytime feedback'.
What are the differences - as far as the system is concerned?
We wanted to start using Anytime Feedback, as Participant feedback was only being used 2 times a year in Mid Year Review and End of Year review documents.
We have turned on Anytime feedback in our test environment and my thought was that whether it was anytime or participant feedback, the employee would be able to view both in the same place - the same for anyone giving feedback - but this doesn't seem to be the case.
