Copy Configuration by entity only works for single entity selected

I selected the level 0 descendants of a parent entity to copy configuration(tax rates, FX rates) from one scenario to another using the Copy Configuration by Entity. However when doing that it did not work. I selected a single entity and it worked fine. Was this the intended use of this function to only copy a single entity at a time? If not, should I submit a ticket for a bug? If so, should I submit an enhancement to be able to select multiple entities at a time?
