Section content for Performance form

Summary

What is needed to ensure section content automatically pulls into a performance form?

We have a competency section that needs to automatically pull into the performance form.  It doesn't appear to be working for one of our templates but is working for another.  Comparing the two, I can't tell any difference.  Can someone please share what needs to be checked or populated to ensure the information pulls into the form without the employee having to do anything?
