Allow the end of the year Performance Document only when the middle term Document is finished

In the company we have the goal setting then the Mid-year Evaluation which is the first Performance document and then the Annual Evaluation which is the second Performance document. We want to create a validation that does not allow the annual evaluation to be carried out without having done the mid-year evaluation. How can we activate it? Is there a way?
