How to use payroll cutoff date in rate start date?

We are currently using Rate start date as " Pay period start, before first check, on or after cover start". This actually works fine for pay day date. However, our requirement is to consider payroll cut off date, so that when the change is before cut off date then the rate must be effective in the first payroll if not then it should be next payroll. Thanks!
