Performance Goals on Self Evaluation

Goals created and approved by manager in Goal management do not flow automatically on Performance document once the Performance Document is already created on employee. It requires employees to go to Action button and select Update Goals feature to bring their approved goals appeared on self evaluation. Is there a system feature/capability to flow the goals automatically on self eval once approved? If the goals are created directly on performance document, they automatically flow to Goal Management but not vice versa.
