Comments post offer - no onboarding

Hello, we do not own Onboarding, we do not have an onboarding system, which I know is the root of this problem.
Our current workflow when we hire someone is on Thursday every week, a report runs in OBI and is sent out that lists the new hires for the following week. Currently, a recruiter enters any special notes about the new hire such as "equipment still needed" or something in the offer grid. However, a lot of times, changes are needed after the offer is complete but before they start. As of now the recruiter has to cancel the offer and do a new one with the notes changes.
