Evaluation by manager is different from workers

We have a year-end performance document where workers and managers can deliver their input.

Sections:

Summary: works similar for worker and manager, manager can view workers input when sub,itted

Evaluation topics:

Performance Goals and Competencies:
Competencies works fine, same for worker and manager, manger can see workers input when submitted 
Goals: worker and managers enter a score per goal (numeric value) that is multiplied with goal weight and result in a total presented at summary part of this sub-section. 
For workers this is OK, there is a calculation button to see total or use Save an re-open to see total.
